How do I make it smaller?

You’ll need to remove columns from the sides - you can even remove some columns from the middle without affecting the pattern too much. Either that or the eBook contains a single rose design which would be more appropriate for a much narrower panel. Also using a thinner yarn with tighter tension will make it smaller than my sample - I used a fingering weight yarn but I'd actually recommend lace weight.

What would you say would be the minimum length for the straps?

My straps are 120cm long each!
