Do we double crochet into the 2 chains at each end? My back panel is getting smaller and smaller each row as we skip a stitch. And I’m unsure if we are supposed to be adding a dc into the ch2 at each end?

Yes! Your ch2 acts as the first stitch of each row so when you reach it on the next row you’ll need to DC into it.

I don’t understand when to make the decreases on the arms, since I’m not sure if they should be done on every row or every few rows, and how many decreases per row?

On the arms, I did 1 decrease on every row. I didn’t pick a specific place for each decrease but just made sure there was 1 decrease per row. I did them totally randomly across the rows.
